The concept of this programme is to identify milk pockets where reasonable
volumes of milk are being produced, and there is potential for further growth;
they may be distant from formal processors but accessible to underserved regional
markets. Implementation of the programme will involve supply chain initiatives for
milk collection, cooling tank operation and marketing as well as the development
of processing plants.
It is intended to manufacture products chiefly for regional markets;
most probably the product of focus will be pasteurised milk,
in part sold in bulk vended form. It is possible, however, that
depending on circumstances such as location and market demand, other
products could be manufactured.
For the bulk vending aspects of this programme, it is intended that
vending equipment be supplied to retail shops. Vending machines will be
token operated with consumers receiving milk in their own containers.
The processing units may be operated on a community or private enterprise basis.
This programme will expand areas of milk production and collection, and connect
more farmers to a formal market, in more isolated areas of Pakistan, thus
spreading the fruits of dairy development to a broader area and larger numbers
of farmers. With respect to any community based plant, it is noted that while
PDDC is flexible in terms of the scale of any investment (providing it has the chance
to be profitable to the members), the likely capacity of a pasteurizing plant
to be established under this part of our Milk Pocket Development Programme may
be of the order of 2-4,000 liters per day. Proposals outside this range will be fully considered by PDDC.
It is intended that this project should involve a degree of commercial finance.
This is to increase the commercial discipline, lessen the funding required
from PDDC, and to make these initial investments closer to a real world situation,
thus enhancing their value. In addition, when these investments prove to be profitable,
commercial bank involvement will surely lead to greater participation of formal finance in the sector in future.

investors (companies or individuals), communities or institutions involved in
