In Pakistan, only a small proportion of milk is
handled by milk collection systems which cool milk
within a reasonable time frame and hence maintain
its quality. The lack of a national milk collection
system which chills milk shortly after milking and
then keeps it cool until appropriate processing
or consumption puts milk at risk and leads to its
rapid spoilage. The non-availability of cooling
tanks at the local level is a big handicap as unhygienic
practices are used instead of proper refrigeration.
Such practices may include adding ice or often unsafe,
illegal preservatives. This reduces profitability
to the original farmers, ruins the milk quality
and overall is a health hazard to consumers. In
order to overcome the handicap, a programme of promoting
cooling tanks to industry participants is planned.
This will assist in maintaining quality and enhancing
profit.
In order to increase the fresh milk access to the
market, and so that the farmer has the chance to
sell his milk and increase his income through better
prices, while eliminating or at least reducing the
level of adulteration, PDDC has established a Milk
Cooling Tank Loan Scheme. The programme offers milk
cooling tanks of various sizes and other accessories
such as generators, voltage stabilizers, hot water
geysers and water pumps corresponding to the size
of milk cooling tank. The programme entails the
provision of these items of equipment under a loan
arrangement for which PDDC pays the interest.
The programme is available to all the stake holders
within the sector, including farmers, dhodies, middlemen,
processors, milk marketing associations and farmers’
communities.
The project proposes to install a large
number of Cooling Tanks (6330) Most of the tanks
will be provided through processors for collection
centres, with smaller numbers going to middlemen
and to large farmers. It is noted that a certain
volume of milk is required in that cooling tank
operation is economic; hence in the Pakistan environment,
cooling tanks will be viable only for the small
number of large farmers.
The provision of cooling tanks will enable the conservation
of the quality of fresh milk produced in the rural
environment of Pakistan and allow it to be sold
at better prices. The project aims to provide a
90% soft loan component to selected programme participants.
This process will be a key development factor for
the overall dairy sector of Pakistan.
Project Objectives
The
main objectives of the program are to promote the
use and adoption of farm cooling tanks for the following
reasons,

Allow
better quality chilled milk to be marketed
from the farm to industry/ consumers. |

Create
both morning and evening milk market awareness
in remote areas, away from big cities/ customers. |

Minimize
transport cost of milk by transporting milk
only one time rather than morning and evening. |

Improved
opportunities in terms of quality milk storage
and selling. |

Reduction
of milk wastage as being a highly perishable
item. |
 |
Significantly
increase the volume of milk available for
marketing through less wastage and the opportunity
to recover evening milk, where this is not
be collected at present. |
